The Government Technical Advisory Centre is looking for a Deputy Director for Evaluation and Learning in the Jobs Fund, based in Pretoria, on a 24-month fixed-term basis. This is a senior monitoring and evaluation role for someone who can turn project evidence into learning that improves future work.
The Government Technical Advisory Centre supports government with technical advice, and the Jobs Fund supports projects that create jobs and build enterprises. Evaluation and learning sit at the centre of that work: projects are monitored, evaluated and reviewed so lessons are captured, shared and used to improve design, roll-out and results.
The deputy director will lead evaluation and learning work for the Jobs Fund, including developing results chains for projects, and planning, designing and conducting formative, process and summative evaluations. The role includes using evaluation results to improve project roll-out and to appraise new projects, analysing and synthesising findings from project evaluations, supporting awareness sessions with partners on evaluations and results-based management, and supporting project close-outs, benchmarking and learning exercises on job creation, sustainability and systemic change. Client engagement, support to Jobs Fund partners, appraisal of project implementation monitoring plans and theory of change, and work on the evaluation and learning framework are also part of the role, along with data management, data analysis and reporting, and support to the monitoring, evaluation, reporting and learning lead on key project performance indicators.
