Production team at work in a modern facility

The Office of the Chief Justice is looking for an Administrative Officer for the Western Cape Division of the High Court in Cape Town. This is a court administration role for someone who can keep court recordings accurate, complete and properly filed.

About the office and the work

The Office of the Chief Justice supports the judiciary and the courts. In the High Court, accurate recording of proceedings is essential: judgments, evidence and orders must be captured, stored and retrieved reliably. The Administrative Officer leads the digital court recording service, making sure machines, staff and records all work together.

Role details and duties

The officer will ensure good quality recording of court proceedings by training newly appointed Administration Clerks for digital court recording services on the technical and administrative aspects of operating the court recording machine, and ensuring that tests are run on all court recording machines every morning before court sittings to check microphone status and sound quality. The role includes ensuring that all digital court recording clerks are seated in court 15 minutes before court proceedings, troubleshooting reported technical problems on court recording machines to resolve them or confirm the reported problem, logging calls to the helpdesk for problems that cannot be resolved by troubleshooting, and ensuring that all clerks use headphones throughout court proceedings and play back recordings at intervals to monitor audio quality. Ensuring that court recordings are backed up and filed systematically by facilitating transcription of judgments for backup purposes, ensuring that digital and physical court recordings and transcriptions are marked clearly with case details and parties’ details, filing physical court recordings in an access-controlled strong room in a systematic manner, ensuring that the court recording system uploads court recordings to the local server, and ensuring that administration clerks download court recordings to CDs or USB drives are also part of the work, along with facilitating transcription services within the court by retrieving cases upon receipt of written requests for transcriptions, updating the transcription register before court recordings are sent to the transcriber and after transcribed records are received, testing court recordings for audibility before sending them to the transcriber, ensuring that the transcriber meets the turnaround time and implementing penalties when the transcriber fails to comply with the service level agreement, liaising with the requester upon receipt of transcribed records, following up invoices with the transcriber and ensuring that they are paid within 30 days, supervising and developing staff by ensuring general supervision of employees and allocating duties, performing quality control on work delivered by officials, ensuring that officials adhere to proper mannerisms in the courtroom, including refraining from using cellphones in court as this can interfere with the quality of the recording, managing leave of staff, advising and leading supervisees on all aspects of the work, managing performance agreements for the section and assessing staff half-yearly and annually, conducting discipline of employees, ensuring that all employees are trained and developed to deliver work to the required standard efficiently and effectively, developing, implementing and monitoring work systems and processes to ensure efficient and effective functioning, addressing enquiries and providing advice and guidance on asset allocation and control, and ensuring that assets in the office and equipment are accounted for and correspond with the custodian and location. Performing any other relevant administrative support functions to the judiciary, the Court Manager and the Supervisor is also required.
