The Government Printing Works is seeking a Director for Strategic Sourcing and Asset Management in Pretoria. This senior role sits at the centre of how the organisation buys, controls and accounts for the goods and assets it needs to keep secure printing running smoothly.
About the department and the work
The Government Printing Works provides secure and commercial printing services to government. Behind that production work is a large sourcing and asset function: suppliers must be engaged fairly, orders must be completed correctly, stock must be counted and controlled, and assets must be recorded and disposed of properly. This directorate brings those responsibilities together under one leader.
Role details and duties
The Director will manage sourcing and procurement services, with a focus on accuracy, speed and efficiency, value for money, and open and effective completion of procurement. The work includes ensuring ethics and fair dealing, openness in the procurement process, continuous improvement in internal processes and systems, and providing suppliers with adequate and timely information so they can participate in procurement.
The role also covers compliance with legislation in submissions, monitoring and full implementation of the approved procurement plan, and managing asset acquisition and disposal. The Director will ensure development of asset management and inventory control plans, proper asset management control measures, effective and efficient physical verification of tangible and intangible assets, and disposal of assets in line with relevant legislation, regulations and Government Printing Works policies and procedures.
Further duties include preparing complete and accurate financial disclosures in line with GRAP requirements, managing inventory control services and counting methodology, ensuring daily and periodic counts are conducted and monitored, reconciling monthly reports and the general ledger, managing the monthly and annual fixed asset reconciliation process, resolving discrepancies, certifying journals and reviewing the fixed asset register, and running monthly depreciation on AX. The Director will also develop standard operating procedures, ensure correct processes are followed to avoid audit findings, manage financial controls to prevent unauthorised, irregular, fruitless and wasteful expenditure, and ensure compliance with the Public Finance Management Act, Treasury Regulations, Supply Chain Management prescripts and organisational policies.
Finally, the role includes monitoring financial management and expenditure to identify potential financial misconduct and non-compliance, developing the operational plan for the Directorate and ensuring its implementation, allocating and managing resources at functional levels, formulating and identifying policy shortfalls and necessary amendments, conducting financial planning and accounting for the allocated budget, and monitoring, evaluating and reporting on the performance of the directorate.
